Prime Minister Hon. James Marape today presented to the National Parliament the Marape–Rosso Government’s 7-Year Performance Report, describing it as a transparent national accounting of the Government’s work from 2019 to 2025.
The Prime Minister said the Report was a rare and important exercise in Papua New Guinea’s political history, as it openly outlined Achievements, ongoing work, unfinished Reforms, and challenges faced by the Government across all major Sectors. “This is a Whole-of-Government Performance Review, presented with full transparency to this Parliament and, through this Parliament, to every woman, man and child of Papua New Guinea,” Prime Minister Marape said. He said the Government had chosen to report openly because Public Office was a responsibility entrusted by the people, and citizens had the right to know how National Resources had been raised, allocated and spent. The Report covers Infrastructure, Economy, Law and Order, Health, Education, Social and Community Development, Governance, International Relations, Provincial and District Development, Resource Ownership, Agriculture, Energy, Housing, Youth, Churches and other key Sectors.
Prime Minister Marape said the Report was guided by the Medium-Term Development Plan IV and Vision 2050, which set the path towards a stronger, healthier, better educated and more prosperous Papua New Guinea. “These are not mere Policy documents; they are the architectural blueprints of a new Papua New Guinea,” he said. The Prime Minister said the Government had faced difficult circumstances since taking office in 2019, including a weak Fiscal Position, COVID-19, Global Inflation, International Commodity Price shocks, the Ukraine War impact, Domestic Law and Order pressures, and other National Emergencies. Despite those challenges, he said the Government had stabilised the country, continued service delivery, invested heavily in Infrastructure and Social Services, and laid strong foundations for future growth. “From 2019 to 2025, tough economic scenarios globally as well as locally confronted us, but we were able to stabilise the ship,” Prime Minister Marape said.
He said the presentation of the Report was not a claim that everything had been achieved, but rather a demonstration of honest leadership. “We have not achieved everything we set out to do. There are Provinces still waiting for better Roads. There are children in communities not yet fully served. There are patients in facilities that still lack essential medicines. There are Reforms not yet complete,” he said. “But the trajectory is clear. The foundations are laid. The institutions are being built. The Policies are in place. Papua New Guinea is on the move.”
Prime Minister Marape said the Government had allocated major funding over the Review period, including K11.93 billion in actual Infrastructure expenditure, K20.2 billion in Social Services, K11.8 billion in Law and Order, K5.3 billion in the Economic Sector, K39.36 billion in Administration, and K23 billion in Provincial and Sub-National programmes.
He said this level of reporting allowed Members of Parliament, Ministers, Governors, Public Servants, Development Partners, Churches, Civil Society and Citizens to assess progress honestly and contribute to improving delivery. “Reporting back to the country on how much money we raised and spent is proper, and it is transparent for any Government to do,” he said.
The Prime Minister also announced that the National Monitoring and Coordinating Authority had been established to follow Public Funds and ensure that “every Kina is spent according to what we intended for.” Prime Minister Marape said the Government’s vision remained clear: to Take Back PNG for its people and Take PNG to the World. “Seven years ago, I accepted the responsibility of leading this great nation. I made a promise — to Take Back PNG for our people, and to Take PNG to the World. This Performance Report is my accounting of that promise,” he said.
He thanked the people of Papua New Guinea, Members of Parliament, Coalition Partners, Public Servants, Churches, Development Partners, Provinces, Districts and Families across the country for their patience, support and resilience. “Our People deserve nothing less than our best efforts — and our Government’s best efforts are, and will remain, fully committed to the service of every Papua New Guinean, in every Province, in every District, in every Village, in every Home,” Prime Minister Marape said.
