Chief Secretary to Government, Ivan Pomaleu, OBE has welcomed the decision by the National Information and Communications Technology Authority (NICTA) to grant a license to Starlink to operate in Papua New Guinea.
The Chief Secretary said the decision aligns with the Government’s broader strategic direction under Prime Minister Hon. James Marape intension to accelerate digital transformation and improve service delivery across all sectors.
“This outcome reflects a coordinated and policy-aligned approach by Government agencies to expand connectivity while maintaining regulatory integrity and safeguarding national interests,” Mr. Pomaleu said.
He emphasized that improved connectivity is central to enhancing the efficiency and reach of public service delivery, particularly in rural and remote areas.
“Reliable internet access is critical to enabling digital government services, improving administrative efficiency, and ensuring that citizens across the country can access essential services. The introduction of satellite broadband will complement existing infrastructure and strengthen government’s ability to deliver on its mandate.”
The Chief Secretary highlighted the importance of effective inter-agency coordination in implementing and managing the impact of new technologies.
“As we integrate new connectivity solutions, it is essential that all relevant agencies across ICT, security, finance, and service delivery, work in a coordinated manner to maximize national benefits while managing risks.”
He further underscored the need to balance digital expansion with cybersecurity, data governance, and economic considerations.
“This includes ensuring that appropriate safeguards are in place to protect government systems and data, while also being mindful of the broader economic implications, including foreign exchange exposure associated with international service providers.”
Mr. Pomaleu noted that satellite connectivity will also enhance government’s disaster preparedness and emergency response capabilities, enabling faster restoration of communications during times of crisis.
“This is a practical step forward in strengthening national resilience and ensuring continuity of government operations in all circumstances.” The Chief Secretary commended NICTA for its professionalism and reaffirmed the Government’s commitment to a unified, secure, and inclusive digital transformation agenda.
