Special Independent Audit into Connect PNG Program Completes FirstPhase of Site Inspections

The special independent audit of the Connect PNG Program has completed site inspections at four key locations, covering more than 60 percent of the projects identified under Phase One.

This phase of the program is valued at K7.9 billion.

The audit, which began in May 2025, is being conducted by a special team from Deloitte Touche Tohmatsu and North Project Limited. To date, the team has held entry meetings, interviews, and physical site inspections in Manus, Morobe, Madang, and Vanimo-Aitape. Site visits to the Southern Highlands and the Autonomous Region of Bougainville are still planned.

Acting Chief Secretary to Government Ivan Pomaleu highlighted the importance of the audit, stating that it’s the first of its kind since the program’s launch in 2020.

He noted that the audit was endorsed by the National Executive Council (NEC).

The Connect PNG Program is the Marape-Rosso government’s largest infrastructure initiative.

According to Mr Pomaleu, the audit’s primary goal is to ensure the proper use of public funds, assess project performance, and enhance public trust. It will also identify any irregularities or inefficiencies, and evaluate the program’s long-term sustainability.

In December 2024, Deputy Prime Minister Hon. John Rosso announced the NEC’s approval of the special audit (Decision No. 24/2024). The audit was commissioned to scrutinize the genesis, scope, procurement, and financing of key projects under Phase One. The Department of Prime Minister and National Executive Council was tasked with overseeing the exercise.

In a 2024 statement, Deputy Prime Minister Rosso noted that the government has delivered on several key infrastructure projects, including 2,500 kilometers of rehabilitated national highways, 400 kilometers of “missing links,” and 4,450 kilometers of provincial and district roads.
