CHIEF SECRETARY POMALEU OUTLINES KEY PRIORITIES FOR PUBLIC SERVICE REFORM AND ENHANCED ACCOUNTABILITY ACROSS ALL GOVERNMENT SECTORS

Chief Secretary to Government Ivan Pomaleu, OBE has announced a series of key priorities and reforms aimed at enhancing public service effectiveness, strengthening financial discipline, and ensuring greater accountability across all government sectors.

Mr Pomaleu announced this during his opening remarks at a week-long Head of Department & Agencies meeting organized and facilitated by the Department of Prime Minister which was held on the 9th February through to the 13th of February 2026 at the APEC Haus in Port Moresby.

The Key Initiatives and Reforms include:

•   Public Service Reform – Implementing comprehensive reforms to streamline processes, break down silos, and foster a connected government system focused on delivering tangible outcomes.

•   Financial   Discipline   –   Improving   cash   flow   management,   reducing   unnecessary expenditures, and ensuring efficient allocation of funds to priority programs.

•   Accountability and Performance – Emphasizing accountability at all levels, with a focus on measuring performance against clearly defined outcomes and ensuring that public servants are held responsible for meeting their commitments.

•   Interagency   Collaboration   –   Strengthening   collaboration   and   networking   among government agencies to improve service delivery and address complex challenges more effectively.

•   Policy Alignment – Aligning policies with national priorities and ensuring that policy submissions undergo rigorous scrutiny to guarantee effective implementation.

•   Ethical Standards – Reinforcing ethical standards and promoting a culture of loyalty to the system, while moving away from patronage-based practices.

Chief Secretary Pomaleu reaffirmed that our government is committed to delivering results for the people.

“By implementing these reforms, we will create a more efficient, accountable, and responsive public service that meets the needs of our citizens,” he said.

Therefore, the Chief Secretary has called on all public servants to embrace these reforms and work together to achieve these critical objectives.

Those Government Departments and Agencies who attended this meeting have presented on their roles and functions, achievements and challenges and their outlook on how to overcome these challenges and achieve tangible outcomes for their respective organizations.

Hence, presentations were made by Heads of Departments and Government Agencies, including; Department of Prime Minister, Department of Personal Management, Department of Finance, Department of National Planning, Department of Foreign Affairs, Immigration Citizenship Authority (ICA) among others.
