National Monitoring Coordination Authority (NMCA) officially Gazatted as a Statutory Office of the State

I am pleased to announce that His Excellency the Grand Chief Sir Bob Dadae GCL GCMG KStJ, Governor General, acting on advice and under the powers conferred by Section 20(2) of the Public Services Management Act 1995, has formally signed the notice to gazette the establishment of the National Monitoring and Coordination Authority (NMCA) as an Office under the Public Service Management Act.

The declaration, gazetted on 19 November 2025, confers upon the NMCA the status of an Office, or deemed Department of State, for all administrative and financial purposes. Pending enactment of the enabling legislation to constitute NMCA as a statutory authority, the institution will operate with full departmental powers, including its own vote and accounting authority under the Public Finance Management Act (PFMA), and will assume direct responsibility for national monitoring, coordination and performance reporting on behalf of the Government.

This  is  a  significant  institutional  reform  that  will  strengthen  whole-of-government  performance oversight, enable data-driven policy coordination, and improve delivery accountability across national and subnational entities. The formalisation of NMCA as a deemed Department underscores the Government’s commitment to modernising governance systems, improving transparency in public expenditure, and ensuring development outcomes are monitored and delivered in line with national priorities.

With the gazettal now completed, all legal prerequisites for NMCA’s full operationalisation as a central agency are in place. The process now advances to the next stage—the enactment of the NMCA Bill to establish NMCA as a permanent statutory authority. Further updates will be provided as the legislative process progresses.
