Prime Minister Hon. James Marape has applauded the
significant increases to the Law and Justice Sector in the 2026 National Budget, saying the expanded funding demonstrates Government’s unwavering commitment to making PNG safer and more
secure for all citizens.
The 2026 Budget includes a 9.6% increase in Law and Justice funding, following a 9.5% increase in
2025—consistent and deliberate investments designed to strengthen peace, safety, and rule of law
nationwide.
K761 Million for Police — Strengthening Frontline Capacity
Police funding includes:
– 34% increase in goods & services, improving fuel, mobility, and operations
– Wage increases of 19% over two years to support workforce expansion
– Ongoing support to grow Police numbers toward 10,000 officers by 2030
PM Marape stated:
“Our Police men and women face some of the most difficult conditions in the world. This Budget gives them the operational strength they need to protect our communities more effectively.”
Major Boosts Across the Justice Sector
The 2026 Budget also provides:
– 19% operating increase for the Judiciary
– 29% increase for Defence Force Goods & Services
– 10.6% increase for Correctional Services
– 60% two-year increase for the Office of Public Prosecutor
– 36% two-year increase for Magisterial Services
– 34.5% two-year increase for ICAC (K54.1m)
– 15.2% two-year increase for Ombudsman Commission
– 47% increase in LLG Leaders’ Allowances
“A strong country needs strong institutions,” PM Marape said. “This Budget strengthens the integrity and enforcement arms of the State so they can uphold Justice consistently across the nation.”
Fighting Corruption & Strengthening Governance
The Prime Minister noted the Government’s seriousness about fighting corruption, as seen in increased funding for the Independent Commission Against Corruption and the Ombudsman Commission. “Transparency and accountability are essential pillars of a healthy democracy. By strengthening ICAC and oversight bodies, we are protecting public funds and restoring trust in Government institutions,” Marape emphasised.
Addressing Community-Level Conflict
LLG Leaders’ Allowances receive a sharp increase from K49 million to K72 million, supporting conflict mediation and dispute resolution at the grassroots.
“Community peacebuilding starts at the ward and LLG level. This funding empowers local leaders to maintain order and resolve disputes before they escalate,” PM Marape said.
Investment in Security = Investment in Economic Growth
The Prime Minister reiterated that economic growth and investor confidence depend on a safe and stable environment.
“A secure PNG is a prosperous PNG. These investments will enhance safety for families, confidence for businesses, and stability for long-term economic progress.”
